The platform created by the Institute of Registries and Notaries (IRN) last year to expedite citizenship applications has not resolved delays. Urgent applications from October 2024 are still being processed, signaling bottlenecks and a lack of prioritization. Despite its intended purpose, the platform has failed to improve response times.
Record Number of Applications
The IRN registered a record-breaking 230,000 citizenship applications in 2023, reflecting a consistent upward trend over the past two years. However, the backlog continues to grow, with nearly 500,000 applications awaiting resolution.
Staff Shortages Are the Main Issue
Government officials cite a lack of staff as the primary reason for delays. The Registry Notary Workers Union revealed that the offices are operating with 34 per cent fewer employees than needed. This staff shortage has led to applicants queuing as early as 5 a.m., with only 60 service tickets available daily at the Lisbon Central Registry Office.
Efforts to Address the Issue
The severe understaffing has drawn criticism, with registry workers confessing to starting work early to accommodate demand. Despite these efforts, the growing backlog underscores the urgent need for increased resources and staffing to resolve citizenship application delays.
