Foreign Nationals in Portugal Double Since 2013, With 1 in 3 Facing Poverty Risk
Recent data reveals a consistent increase in the foreign population, nearly doubling compared to a decade ago (+90 per cent). For instance, in 2013, the number of foreigners living in Portugal was 408,006, AtoZSerwisPlus.pt reports.
However, Portugal experienced a decrease in the number of immigrants only between 2010 and 2015. But after this period, the figures started to increase each year.
Yet, the country marked the highest number of immigrants only last year, with a record figure of 118,000.
On the other hand, within the same year, 31,000 individuals emigrated from Portugal, marking a decrease of 23,000 (-43 per cent) compared to the year with the highest number of departures, which was 2013.
The majority of foreigners living in Portugal in 2022, specifically 76 per cent, were nationals of non-European countries. According to the same source, the unemployment rate among this foreign population was more than twice the national average.
As outlined in the report, the most representative nationalities in Portugal include Brazilian (29.3 per cent), British (six per cent), Cape Verdean (4.9 per cent), Italian (4.4 per cent), Indian (4.3 per cent) and Romanian (4.1 per cent).
Pordata also revealed that in the last 15 years, approximately half a million foreigners were granted Portuguese nationality, including both residents and non-residents in Portugal.
In addition, Portugal is listed among nations with an increasing trend of openness to immigrants since 2000. European Social Survey (ESS) recently revealed that Portuguese participants exhibit elevated receptiveness towards immigrants.
Despite this, Eurostat data shows that Portugal ranks as the 10th country in the European Union with the lowest proportion of foreigners.
At the top of the list of countries with the highest presence of foreigners are Luxembourg (47 per cent) and Malta (21 per cent). On the contrary, in Romania, Croatia, Slovakia, Poland, Lithuania, and Bulgaria, the proportion of foreigners is less than 2 per cent.
One factor contributing to the rising number of foreigners in Portugal could be labour shortages.
In 2021, Portuguese authorities highlighted the importance of migrants to address labour shortages in the country, and recent data shows that Portuguese companies are facing challenges in filling job vacancies across various sectors.
To simplify the process for foreigners seeking to live in Portugal for employment reasons, the Portuguese government introduced the “Working in Portugal” program last year.
